On Wednesday, the North Carolina State Lottery Commission’s sports betting committee unanimously voted toward a proposed pari-mutuel rule-making. The new rules would enable the staff to carry on with the procedures that would offer bettors in the Tar Heel State new options.
The same regulators moved one step closer to also providing retail sports betting and including esports in North Carolina’s online wagering catalog.
30-Day Public Commentary, Open
As a result of the commission’s vote, a 30-day timeframe until October 18 had opened. During this time, the public along with stakeholders are welcome to express any views, feedback, comments, or propose additional changes to the proposals.
After that, the rules will be ready for adoption.
According to Gaming Compliance and Sports Betting’s deputy executive director, Sterl Carpenter, there will not be a unique launch date for retail sports betting, since each operator and sports venue will prepare their own opening plan.
To obtain their compliance certificates, operators will need to show openness to collaborate with the commission and undergo several requirements, including agreeing to host on-site inspections prior to launching, obtaining the necessary lab certifications, being in good standing with regulators, and sending operational documents.
No Timetable for Horse Racing Bet Launch
As for betting on horse racing, the commission did not clearly express any timetable given the dynamics of the situation but did express their plans to move “efficiently and responsibly”
As explained by Carpenter during Wednesday’s meeting, the plan is to introduce their expectations
to applicants and licensees to conduct transparent rule-making, accept and review stakeholder feedback, and develop regulations in the same and responsible way we did with sports wagering
The first package of proposed rules features no less than 160 rules. Most of them resemble the rules adopted for sports wagering and some have different wording.
Regulators are also working on developing an advanced deposit wagering (ADW) system that would allow operators to accept online bets on horse racing.
Currently, the commission is working on setting the necessary standards and all the technical details for the procedure, promising ADW application forms will be ready for approval in a short time.
All operators seeking approval for ADW will go through background checks.
Esports could also arrive in the state that has scooped up roughly $49.5 million in tax revenue from sports wagering, along with $275 million in gaming revenue and more than $2.3 billion in wagers since March when the state officially launched online sports betting.
The proposed esports guidance and petition voted by the commission could be adopted on September 25, at the Lottery Commission’s meeting.
