PAGCOR Launches New Regulatory Framework for POGOs

Offshore gambling firms operating in the Philippines, otherwise known as POGOs, will be subject to more stringent requirements under changes to the country’s online gambling regulations.

The Philippine Amusement and Gaming Corporation (PAGCOR) will strictly monitor compliance with the new rules which are aimed at combating illegal activity associated with the sector.

Existing License Holders Now Required to Re-apply for Permits

PAGCOR’s Assistant Vice President for Offshore Gaming Licensing Attorney Jessa Fernandez stated that under new regulations, all service providers that are accepting bets must obtain a license from PAGCOR before they can continue their operations. The regulator will then assess the owners of the applicant firms so they can be held accountable when their businesses engage in illegal activity.

Furthermore, PAGCOR will reject applications by companies found to have been involved in practices outside their license under the previous framework. Existing license holders are required to submit a new application to PAGCOR on or before September 17, 2023. Those failing to re-apply for a license will be endorsed for cancellation, Fernandez said.

The new regulatory framework for POGOs took effect in July as the government intensified its campaign against various crimes linked to the industry, including fraud and human trafficking. Cooperation and coordination among relevant agencies, including PAGCOR and law enforcement bodies, have also been intensified.

PAGCOR has warned that any entity found to have violated the law will face harsher sanctions.

PAGCOR Eyes Online Casino Launch in 2024

The Philippine government has strengthened its offshore gambling regulations amid plans by PAGCOR to launch an online casino in 2024. The proposed online platform will be called “casinofilipino.com”, named after the current brand of land-based casinos operated by the agency which it also plans to privatize.

PAGCOR said the online casino will bring more revenue to the agency, promote healthy competition in the market, and provide a convenient gaming experience to players. PAGCOR Chairman and CEO Alejandro Tengco said launching the platform will enable the agency to reach a global audience, tap into new markets, as well as diversify its customer base.

The regulator has yet to announce further details about the plan, including whether or not it will directly operate the online casino. PAGCOR previously stated it would focus on its regulatory duties, which is also among the main reasons for the planned sell-off of its physical casinos.
