Supporters of the lottery said that it should be up and running in about a year.<\/p>\n<p><center><\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p lang=\"en\" dir=\"ltr\">This is a historic day in Mississippi. Lawmakers rose to the occasion and passed the last part of a sustainable infrastructure funding mechanism that will also provide additional money for public education.<\/p>\n<p>&mdash; Phil Bryant (@PhilBryantMS) <a href=\"https:\/\/twitter.com\/PhilBryantMS\/status\/1034505292019625984?ref_src=twsrc%5Etfw\">August 28, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\n<\/center><\/p>\n<h2>Strong Opposition<\/h2>\n<p>The controversial bill had plenty of opposition from Baptist and Pentecostal groups as well as others who referred to a state lottery as a \u201c<em>regressive tax on the poor<\/em>\u201d. Mississippi\u2019s casino lobby was not against the implementation of a lottery but they were not in favor of a failed bid to introduce <a href=\"https:\/\/en.wikipedia.org\/wiki\/Video_lottery_terminal\">video lottery terminals<\/a> (VLTs) in locations such as truck stops.<\/p>\n<p>Bryant argued that Mississippi\u2019s four neighbouring states have lotteries and that Mississippi residents buy millions of dollars\u2019 worth of lottery tickets from them every year. The lottery bill initially passed the Senate but failed in the House by a 60-54 margin. A day later, <strong>58 voted in favour while 54 opposed it<\/strong>.<\/p>\n<p><strong>NBC 15<\/strong><\/p>\n<div style=\"position:relative;height:0;padding-bottom:56.25%\">\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/O3Z59H4GeZQ?rel=0&amp;showinfo=0?ecver=2\" width=\"640\" height=\"360\" frameborder=\"0\" style=\"position:absolute;width:100%;height:100%;left:0\" allowfullscreen><\/iframe>\n<\/div>\n<h2>State In Dire Need Of Funding<\/h2>\n<p>During the special session, Bryant has been pleading with lawmakers to invest millions of dollars into highways and bridges citing that over 400 bridges in Mississippi are currently closed because they are in a state of disrepair. The Department of Transportation claims that <strong>at least $400 million is needed annually to prevent Mississippi\u2019s highways from crumbling<\/strong>.<\/p>\n<p>Proponents of the lottery say that it could add about $40 million to the state\u2019s dwindling coffers in the first year and that number could rise to $80 million in the years that follow. <\/p>\n<p>Republican Representative <strong>Bill Denny<\/strong> claimed that he has been against creating a lottery for over 20 years but changed his mind because that is what the majority of his constituents wanted.
