The lucky company will need to comply with substantial financial and legal requirements, including paying a $150 million application fee and committing to invest $500 million in construction and development over the next five years. <\/p>\n<p>According to estimates, the total project cost would reach roughly $650 million, an amount that could potentially limit the number of bidders, despite industry watchers expressing optimism that several companies will participate.<\/p>\n<h2>November Referendum Needed<\/h2>\n<p>Local approval is also a critical step. Before construction can begin, voters in the selected county must pass a referendum in November. <\/p>\n<p>Additionally, county commissioners must grant approval.
