Starting at 10 am, the Assembly Higher Education Committee reunited and <strong>advanced a bill that would largely prohibit partnerships between sports betting companies and higher education institutions<\/strong>. <\/p>\n<h2>\u201cWe Have to Put Up Safeguards to Protect Our Residents\u201d<\/h2>\n<p>The proposed text of the <a href=\"https:\/\/pub.njleg.state.nj.us\/Bills\/2024\/A2000\/1715_I1.PDF\">A1715<\/a> bill included a key exception that would still allow partnerships that provide \u201c<em>experiential learning opportunities<\/em>\u201d for students in the Garden State. <\/p>\n<p>Co-sponsored by <strong>Assemblyman Benjie Wimberly<\/strong> (D-Passaic), a beloved teacher and well-known political figure respected by youth and adults alike, the <strong>bill seeks to strike the perfect balance between fostering student career opportunities and addressing concerns about gambling addiction<\/strong>. <\/p>\n<p>Wimberly, who is also a Brother of Omega Psi Phi Fraternity Incorporated, explained the necessity of the ban proposed by the bill by saying \u201c<em>both sides of the aisle<\/em>\u201d acknowledge the necessity to \u201c<em>put up safeguards<\/em>\u201d to protect state residents. <\/p>\n<p>Wimberly further emphasized the need to preemptively address any potential issues. \u201c<em>One illegal situation is one too many<\/em>\u201d, he said, adding they should take early action before they actually start to be confronted with a problem.<\/p>\n<div style=\"position:relative;height:0;padding-bottom:56.25%\">\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/Z_LkRW-0jnk?rel=0&amp;showinfo=0?ecver=2\" width=\"640\" height=\"360\" frameborder=\"0\" style=\"position:absolute;width:100%;height:100%;left:0\" allowfullscreen><\/iframe>\n<\/div>\n<p>&nbsp;<\/p>\n<h2>The Bill, Praised by the Association of State Colleges and Universities<\/h2>\n<p>The legislation is a response to the growing concern about the influence of <a href=\"https:\/\/www.legitgambling.com\/us\/legal-us-online-betting-sites\">sports betting<\/a> on college campuses and its potential impact on students. <\/p>\n<p>Gambling addiction among young people, particularly those exposed to betting through university partnerships, has been a focal point in the debate.<\/p>\n<p>According to <a href=\"https:\/\/socialwork.rutgers.edu\/sites\/default\/files\/2023-10\/Prevalence_Report_2023_Final.pdf\">a follow-up report<\/a> by the <strong>Rutgers Center for Gambling Studies<\/strong> funded by the state Division of Gaming Enforcement and released in 2023, roughly one-third of gamblers ages 18 to 24 gambled exclusively online. <\/p>\n<p>The figure represented almost five times as many as in a past survey as well as more than any other age group. <\/p>\n<p>The same report showed around 19% of youngsters ages 18-24 were at high risk for problem gambling.<\/p>\n<p>However, not everyone seems to be on the same page. In July 2024, assemblyman <strong>Michael Venezia<\/strong> introduced <a href=\"https:\/\/pub.njleg.gov\/Bills\/2024\/ACR\/140_I1.pdf\">Resolution 140<\/a>, a measure meant to amend the state\u2019s constitution to enable wagering on \u201c<em>all college sports or athletic events<\/em>\u201d and thus extend the state\u2019s gambling industry.  <\/p>\n<p>The bill would have applied to licensed operators in New Jersey that have been issued sports betting licenses via partnerships with casinos and either present or former horse racetracks.<\/p>\n<p>On Monday, the New Jersey Association of State Colleges and Universities\u2019 executive director, <strong>Jennifer Keyes-Maloney<\/strong>, took the opportunity to praise the bill\u2019s approach, noting that it achieves a delicate balance. <\/p>\n<blockquote><p>Allowing this balance in terms of ensuring that our students remain as safe as possible, but at the same time recognizing that this can be a valuable career for them, is that balance<\/p><\/blockquote>\n<p>The executive director added that the association appreciates the effort lawmakers have made to ensure students can still benefit from career-building experiences without being exposed to undue risks.<\/p>\n<p>The legislation will now move forward for further consideration.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Summary: New Jersey\u2019s Assembly Higher Education Committee advanced a bill banning deals between sports betting operators and higher education institutions.
