Party heads appear to be united in their views that the current monopoly is pushing domestic players towards unauthorized offshore platforms.<\/p>\n<p>As a result, <strong>Finland is losing out on millions in gaming tax revenue each year<\/strong>, with Finnish customers being increasingly exposed to gambling-related risks. <\/p>\n<h2>Govt to Investigate Veikkaus Monopoly Breakup<\/h2>\n<p>Gambling in Finland is controlled by the state-owned betting agency <strong>Veikkaus<\/strong>. Formed in 2017 as a <a href=\"https:\/\/www.legitgambling.com\/news\/finland-merges-three-state-gaming-regulators-create-one-mega-regulator\/\">merger of three previously operating gambling companies<\/a>, Veikkaus currently holds an exclusive license for lotteries and <a href=\"https:\/\/www.legitgambling.com\/sports-betting\">sports betting<\/a> in the country. <\/p>\n<p>Earlier this year, it was reported that the Finnish government was considering implementing a major shakeup of the country\u2019s licensing system, which could put an end to Veikkaus\u2019 gambling monopoly. <\/p>\n<p><strong>Tytti Tuppurainen<\/strong>, Finland\u2019s Minister of Europe and Ownership Steering said the government is looking at abolishing Veikkaus in favor of a multi-permit system and that an investigation will be carried out to look into the advantages and disadvantages of such a move. Tuppurainen\u2019s statement has received positive feedback even from the opposition which also supports the transition. <\/p>\n<h2>Licensing Overhaul Gets Cross-Party Support<\/h2>\n<p>According to local news outlet <strong><a href=\"https:\/\/yle.fi\/a\/74-20013892\">Yle.fl<\/a><\/strong> (<em>finnish<\/em>), three different political blocs in the parliament \u2013 <em>the National Coalition Party (NCP), the Labour Institute for Economic Research (Labore) and the Centre Party<\/em> \u2013 are throwing their support behind government plans to break up the Veikkaus monopoly.<\/p>\n<p><strong>Kai Mykk\u00e4nen<\/strong>, Head of the NCP\u2019s Parliamentary Group, described monopolies as \u201c<em>historical remnants<\/em>\u201d, saying they\u2019re not effective in mitigating gambling-related harms.<\/p>\n<p>Labore Director <strong>Mika Maliranta<\/strong> said Finland must bring its regulations into line with the latest developments in the industry, especially now that more and more people are turning towards online gambling.<\/p>\n<p><strong>Eeva Kalli<\/strong>, Chair of the Centre Party\u2019s parliamentary group, said the current system is unsustainable, with a huge portion of gaming profits going to overseas companies. Additionally, Finland is left with the burden of dealing with harm as a result of Finnish customers playing in unsafe sites, she said.<\/p>\n<p>Veikkaus is currently in troubled waters, with its market share continuing to shrink. The company\u2019s gross gaming revenue for the first half of 2022 sat at between \u20ac1 and \u20ac1.1 billion, with offshore leakage of \u20ac500 million.
