{"id":12622,"date":"2022-08-24T14:36:06","date_gmt":"2022-08-24T14:36:06","guid":{"rendered":"https:\/\/www.legitgambling.com\/news\/?p=12622"},"modified":"2022-08-24T14:36:06","modified_gmt":"2022-08-24T14:36:06","slug":"star-lures-banned-gamblers-to-come-to-queensland","status":"publish","type":"post","link":"https:\/\/www.legitgambling.com\/news\/star-lures-banned-gamblers-to-come-to-queensland\/","title":{"rendered":"Star Lures Banned Gamblers To Come to Queensland"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.legitgambling.com\/news\/wp-content\/uploads\/2019\/09\/the-star-entertainment-group.jpg\" alt=\"The Star Entertainment group\" title=\"Star Lures Banned Gamblers To Come to Queensland\" width=\"300\" class=\"alignright size-full wp-image-9863\" \/><strong>Summary<\/strong><\/p>\n<ul>\n<li>An inquiry revealed that Star Entertainment encouraged gamblers banned from other states to play at their Queensland casinos<\/li>\n<li>Star&#8217;s Queensland casinos also helped facilitate gambling by Chinese customers through their China UnionPay accounts<\/li>\n<li>Public hearings into Star Queensland\u2019s casinos are currently underway <\/li>\n<\/ul>\n<p>Australian authorities are continuing to <a href=\"https:\/\/www.legitgambling.com\/news\/star-entertainment-reacts-to-use-of-interstate-findings-in-casino-license-probe\/\">investigate Star Entertainment&#8217;s suitability to operate casinos<\/a> in the country with the latest inquiry now targeting its Queensland venues. <\/p>\n<p>Star&#8217;s money laundering controls will once again come under the spotlight, with counsel assisting <strong>Jonathan Horton QC<\/strong> also confirming they will probe allegations that some individuals were lured to travel to Queensland after being banned from Star&#8217;s casinos in Victoria and New South Wales.<\/p>\n<p>Horton said some gamblers, including people suspected of being involved in criminal activity and banned from other Star venues, were &#8220;<em>actively encouraged<\/em>&#8221; and even incentivized to come to Queensland despite the red flags. <\/p>\n<div style=\"position:relative;height:0;padding-bottom:56.25%\">\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/vf8cw75MwVs?rel=0&amp;showinfo=0?ecver=2\" width=\"640\" height=\"360\" frameborder=\"0\" style=\"position:absolute;width:100%;height:100%;left:0\" allowfullscreen><\/iframe>\n<\/div>\n<p>&nbsp;<\/p>\n<p>The public hearings which began on Tuesday, August 23, heard that while Star eventually adopted a group-wide exclusions policy in 2019 whereby gamblers banned in other states would also be barred from its Queensland venues, the policy was not retrospective. <\/p>\n<p>Because of this, some <a href=\"https:\/\/www.legitgambling.com\/au\">Australian gamblers<\/a> who were excluded from either New South Wales or Victoria were still accepted in Queensland. Star only applied the scheme retrospectively after it was prompted to do so by the <strong>Office of Liquor and Gaming Regulation<\/strong> (OLGR). The entire process was completed in May 2022, according to Mr. Horton. <\/p>\n<h2>Use of China UnionPay Cards to be Investigated<\/h2>\n<p>Among other issues included in the scope of the inquiry into Star&#8217;s Queensland casinos is the use of China UnionPay cards for gambling. Star allegedly allowed Chinese nationals to <a href=\"https:\/\/www.legitgambling.com\/news\/macau-china-and-hong-kong-set-up-taskforce-to-curb-money-laundering-activities\/\">use funds from their China UnionPay accounts to gamble<\/a>, despite currency movement restrictions.<\/p>\n<p>The funds were allegedly <strong>initially credited to the customer&#8217;s hotel room accounts and then exchanged for cash or chips at the hotel cage with the assistance of a VIP host<\/strong>. Through that process, <strong>around $55 million was transacted in Queensland venues<\/strong>. The practice was not as rampant as what took place in New South Wales, Horton said.<\/p>\n<p>Star currently operates two casinos in the Sunshine State: <strong>Treasury Brisbane<\/strong> and <strong>The Star Gold Coast<\/strong>. It is set to open a third casino, Queen&#8217;s Wharf Brisbane, located on the edge of Brisbane River, opposite South Bank. The multi-billion dollar venue is still under development and therefore not included in the first section of the inquiry. <\/p>\n<p>Horton said when the first section of the review is completed; they will then provide advice to the Attorney-General on the suitability of Star to continue to operate its Queensland casinos.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Summary An inquiry
