Based on research on betting behaviour, <strong>Federal Independent MP Andrew Wilkie<\/strong> notes that stolen money plays a big part in gambling addiction. <\/p>\n<p>According to research carried out by the <a href=\"https:\/\/link.springer.com\/journal\/10899\/volumes-and-issues\/36-3\">Journal of Gambling Studies<\/a>, a majority of gambling addicts resort to illegal means to obtain money for their habit at least once in their lifetime. When they get caught, they have to face the consequences. Contrarily, it has been observed that betting companies are not being held accountable for accepting stolen money from their customers.<\/p>\n<p>A new bill titled \u2018<a href=\"https:\/\/parlinfo.aph.gov.au\/parlInfo\/download\/legislation\/bills\/r6616_first-reps\/toc_pdf\/20139b01.pdf;fileType=application%2Fpdf\">Making Gambling Businesses Accountable<\/a>\u2019 has been tabled by Andrew Wilkie has been proposed. Should the bill be approved, it would make changes to Australia\u2019s <em>Anti-Money Laundering and Counter-Terrorism Financing Act<\/em>. The Bill seeks to hold gambling operators responsible for accepting stolen funds from bettors.<\/p>\n<p><strong>Andrew Wilkie<\/strong><\/p>\n<div style=\"position:relative;height:0;padding-bottom:56.25%\">\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/sB5VSAmGtKE?rel=0&amp;showinfo=0?ecver=2\" width=\"640\" height=\"360\" frameborder=\"0\" style=\"position:absolute;width:100%;height:100%;left:0\" allowfullscreen><\/iframe>\n<\/div>\n<p>&nbsp;<\/p>\n<p>The bill uses the term stolen property definition from <strong>Australia\u2019s Criminal Code<\/strong> which will allow the Federal Court to hold gambling operators responsible for paying back the original victim of all the funds spent at the casino. The bill argues that pawnbrokers are punished in Australia for selling stolen goods and the same rules should apply to casino operators.<\/p>\n<h2>AUSTRAC Will Monitor Gambling Operators<\/h2>\n<p>As per the new bill, gambling companies must report to <a href=\"https:\/\/www.austrac.gov.au\">AUSTRAC<\/a> any suspicious gambling activity including players who are using stolen money. AUSTRAC is a government financial intelligence agency that deals with suspicious and illegal financial transactions. <\/p>\n<p><strong>Lauren Levin<\/strong>, Director of Policy and Campaigns at Financial Counselling Australia noted that the Bill will make gambling operators more responsible in terms of who they allow at their casinos. <a href=\"https:\/\/www.legitgambling.com\/au\/legal-australian-online-casino-sites\">Casino operators<\/a. will be forced to be more diligent in finding out the source of funds if the new law comes into play.\n\nAlternately, Ms. Levin points out the loopholes in the proposed legislation that does not mention cases where gamblers use money stolen from their relatives for betting or the misuse use of credit cards. Such instances are rarely reported as the victims may also be dealing with domestic violence issues and could also be reluctant to report their family members. \n\nTo deal with such cases, Ms. Levin suggests putting together rules that ensure the name on the credit card and the player\u2019s name is a match.  \n\nMP Wilkie has confirmed that the Bill has garnered majority support from the lawmakers but is yet to go through official discussions with the Coalition and Labor parties.
